Tatarstan is the only Russian region to introduce the additional kindergarten allowances

Kindergarten fees change on the 1st of January, 2014, whilst the families' support measures are introduced as well. According to Engel Fattakhov, Deputy Tatarstan Prime Minister and Minister of Education and Science, Tatarstan has become the first Russian region to introduce the additional allowances compensating part of the kindergarten fees.
According to the old Federal Law On Education, the fees could not exceed 20% of the total costs of caring for a child. The law's new edition divides the costs in three parts - educational services (teachers' and tutors' wages, toys and study materials) that are paid for by the republic, utility costs paid by municipalities and child care costs paid by the parents.
The fees allowance equals 20% for the first child, 50% for the second one and 70% for the third and all the following children.
Child care includes food, household services, medicines and medical services, salaries of tutors' assistants, medical workers, cooks and technical personnel.
The average fee will be set by the municipalities based on the kindergarten's category, the time children spend there and the number of children in the family. Also, a family with three children or more pays only the half of the fee for the first and the second child.
Tatarstan has also introduced additional allowances depending on income per family member. The allowances differ for below 10,000 rubles a month, 10,000-15,000 rubles a month and 15,000-20,000 rubles a month categories. Families with income exceeding 20,000 per family member a month are not eligible for additional allowance, but still receive the federal allowances.
Currently, the average monthly cost of attending a kindergarten amounts to 9,000 rubles per child, whilst the fees paid by parents equal only 1,500 rubles.
"Surely, the fees will go up somewhat. We bring pre-school education on a new level," - said Fattakhov.
